The beginning of JFCA can be traced back to 1964, when concerned legislators, academics and community leaders formed a group to study the social problems that were surfacing throughout Japan. This group successfully advocated for a government council that deliberated the adverse influences affecting family life. Under the leadership of Uichi Noda, the Diet member who initiated these activities, the group also formulated a Charter for the protection of families and helped draft Japan’s fundamental laws governing social welfare.
In January 1966, Japan Family Care Association was formed as a non-profit, non-partisan organization to continue these activities.
